Summary: The Land Transportation Office (LTO) has ended the temporary validity extension for driver's licenses, vehicle registrations and other documents that expired from July to October 2026. Affected motorists now have staggered, penalty-free renewal windows that run until February 2027.

If your driver's license or your car or motorcycle registration expired anytime from July to October this year, the clock is ticking again. In an advisory issued on Tuesday, Nov. 3, the LTO announced Memorandum Circular (MC) No. MVL-2026-5523, which lifts the extended validity it granted months ago because of problems with its online system. In its place, the agency set renewal schedules based on the month your document expired.

What happened

In late July, the LTO issued MC No. MVL-2026-5271 after repeated downtime and slowdowns in the Land Transportation Management System (LTMS), the portal used for licensing and registration transactions. That order extended, "until further notice," the validity of documents that expired starting July 1, 2026, and assured motorists that no late fees or penalties would be charged while it was in effect, GMA News reported.

The documents covered by that extension included:

  • Driver's licenses
  • Motor vehicle and motorcycle registrations
  • Conductor's licenses
  • Student-driver's permits
  • Medical certificates

Now that the LTMS issues have been resolved, the LTO said it is lifting the extension through MC No. MVL-2026-5523, according to Inquirer and AutoIndustriya. To prevent long lines at its offices, the agency spread out the renewal period instead of requiring everyone to renew at once.

What it means for you

Your extended validity is over, but you still have a grace period. The LTO said renewals made within the schedule below will carry no additional fees or penalties. Renewing outside your assigned window, especially after it closes, may expose you to the usual late charges.

Key dates: penalty-free renewal windows

Document expired in Renewal window
July or August 2026 Nov. 3 to Dec. 29, 2026
September 2026 Dec. 1, 2026 to Jan. 29, 2027
October 2026 Jan. 4 to Feb. 26, 2027

The LTO said in Filipino that the grace period and fixed schedule were set to avoid crowding and give everyone enough time to renew.

What to do: a quick checklist

  1. Check the expiry date on your driver's license card and on your vehicle's latest official receipt and certificate of registration (OR/CR).
  2. Find your window in the table above and mark the start and end dates on your calendar.
  3. Prepare early. For registration renewals, settle the usual pre-requirements, such as your emission test and compulsory third-party liability (CTPL) insurance, before your visit. For license renewals, prepare your medical certificate from an accredited clinic.
  4. Use the LTMS portal to check your records and available online transactions before going to an LTO office.
  5. Don't wait for the last week. Each window is about two months long, and the final days are likely to be the busiest.
  6. Keep your receipts and bring your old card or OR/CR when you transact.
  7. Verify with official channels. Follow the LTO's official website and social media pages, or ask your nearest LTO district office, for any updates.

If your documents expire in November 2026 or later, note that the special extension has been lifted, so do not count on extra time. Check with the LTO and renew on or before your expiry date.

FAQs

My license expired in August. Can I renew it now?

Yes. Documents that expired in July and August 2026 can be renewed from Nov. 3 to Dec. 29, 2026, without additional fees or penalties, based on the LTO advisory.

My registration expired in October. Do I have to renew right away?

No. Your penalty-free window opens on Jan. 4, 2027 and closes on Feb. 26, 2027. Renew within that period to avoid penalties.

Does the schedule also cover student permits and medical certificates?

Yes. AutoIndustriya reported that the order lifting the extension covers vehicle registrations, driver's and conductor's licenses, student permits and medical certificates that were under the earlier extension.
