MANILA, Philippines — The National Bureau of Investigation (NBI) said Thursday it is preparing to file six complaints against individuals allegedly involved in dumping pet remains, which were supposedly intended for cremation, inside sacks and plastic bags at a vacant lot in San Jose del Monte, Bulacan.
